According to the Regulations on the Safety Management of Hazardous Chemicals (State Council Decree No. 591), the new version of the "Measures for the Registration and Management of Hazardous Chemicals" (State Administration of Work Safety Decree No. 53) was revised, issued and implemented by the State Administration of Work Safety in 2012. The new regulations require production and import enterprises of hazardous chemicals to register and obtain registration certificates for their hazardous chemicals before engaging in production or import activities. For hazardous chemicals, it refers to chemicals listed in the Catalogue of Hazardous Chemicals and chemicals that have been identified as hazardous after hazard assessment. In addition, companies need to produce chemical safety technical manuals and labels that meet national standards for hazardous chemicals, as well as provide emergency consulting services for hazardous chemicals.

LHAMA Hazardous Art Materials Labeling Act in the United States

The Labeling of Hazardous Art Materials Act (LHAMA), which came into effect in 1990, requires that all art materials sold in the US market must undergo chronic toxicity assessment in accordance with the requirements of the act. These art materials include common stationery items such as wax pens, pencils, chalk, ink, glue, pigments, canvases, etc.

In order to enforce the Hazardous Art Materials Labeling Act (LHAMA), the US Consumer Product Safety Commission (CPSC) issued legislation on October 9, 1992, approving ASTM D-4236 as a mandatory standard for LHAMA testing.
