      根據(jù)伊拉克法律第54號(hào)第3章第8條，伊拉克中央標(biāo)準(zhǔn)質(zhì)量控制組織（簡(jiǎn)稱(chēng)COSQC）, 將實(shí)施進(jìn)口前檢驗(yàn)、測(cè)試及出證方案（簡(jiǎn)稱(chēng)ICIGI），旨在限制不符合標(biāo)準(zhǔn)，假冒、偽劣產(chǎn)品進(jìn)口到伊拉克，及保護(hù)其國(guó)內(nèi)消費(fèi)者、生產(chǎn)商、環(huán)境和公共安全。

      伊拉克中央標(biāo)準(zhǔn)質(zhì)量控制組織（簡(jiǎn)稱(chēng)COSQC）已任命SGS\BV等實(shí)行伊拉克貨物進(jìn)口前檢驗(yàn)、測(cè)試和出證方案（簡(jiǎn)稱(chēng)ICIGI），此項(xiàng)目將于2011年5月1日開(kāi)始。所有在伊拉克進(jìn)口前檢驗(yàn)、測(cè)試和出證方案 (簡(jiǎn)稱(chēng)ICIGI) 管控范圍內(nèi)的產(chǎn)品進(jìn)口到伊拉克，必須隨附符合性證書(shū) Certificate of Conformity (CoC) 或者放貨通知 (Release Note)。產(chǎn)品符合性證書(shū)是貨物在海關(guān)清關(guān)所需文件，用于貨物在伊拉克海關(guān)清關(guān)。

      伊拉克COSQC進(jìn)口前檢驗(yàn)、測(cè)試和出證方案(簡(jiǎn)稱(chēng)ICIGI)下管控的產(chǎn)品類(lèi)別有：

玩具，電子電器產(chǎn)品，車(chē)輛、輪胎及配件，建筑材料，食品，化妝品，個(gè)人清潔衛(wèi)生用品，家居五金，廚房用品，化學(xué)品，紡織及鞋類(lèi)品，家用燃料裝置，其他產(chǎn)品（所有金屬罐及其金屬蓋）等。
